May I start by welcoming you to JTL, the leading independent work based training provider to the building services engineering sector for the last 25+ years.  As outgoing Chairman coming to the end of my second three-year term of office, I am very keen that the most suitable person possible is found to succeed me in this rewarding and challenging position.  I am very proud of the work that the charity does, of its achievements and of its hard-earned reputation as a high quality training provider as well as the progress it is making as it strives for continuous improvement.  These are challenging times in the further education sector with considerable policy and technological change affecting what we do and how we do it.  We must put the needs of the employer and apprentice first and marry them with the requirements of government funding, Ofsted standards and stakeholder expectations.

It is also a very exciting time to join JTL’s Board with a new Executive Management Team in place who have stretching and aspirational targets across all elements of the business with the stated aim to make JTL a great organisation.

Good governance has a key role to play in the on-going development of JTL; with a very committed Board of Trustees representing the two members of JTL – the Electrical Contractors’ Association and Unite the Union – plus a number of independent Trustees, I believe that the Chairman’s role is pivotal in achieving the right balance of objective challenge and support, realism and foresight, responsibility and prudence, encouragement and caution.  I have worked closely with the Chief Executive and Executive Management Team to develop the company while recognising the importance of accountability and non-interference in the day-to-day running of the company.  Strong Board leadership and adherence to the principles of good governance have been required and there have been – and will be – tough decisions to be made. 

I have found the role of JTL chairman an immensely rewarding experience; with an ultimate objective to help young people mature and develop skills that will last them a lifetime and set them on a career path that offers so many opportunities for their futures, the role is very fulfilling and, indeed, enjoyable.  However the time has come for me to hand over the reins to a new incumbent who will lead JTL in the next phase of its development and I wish my successor every success for the coming years.
